The purpose of the report is to provide the Cabinet Member with an update in relation to those actions which were the subject of Officer’s Decisions utilising emergency decision making powers as detailed in the constitution and to provide assurance in relation to the reviews which have been undertaken.

The Cabinet Member for Adult Care note the latest position following the review of decisions made under urgent delegated powers arising from the COVID-19 Pandemic.

To seek Cabinet Member approval for the extension of the Independent Community Advocacy Service, under Protocol 10 of the Financial Regulations, for a period of twelve months until 31 March 2023.

The Cabinet Member approved the extension of the current contract for the provision of Independent Community Advocacy Service, under Protocol 10 of the Financial Regulations, for a period of twelve months until 31 March 2023.

To inform the Cabinet Member of the investigations carried out following the receipt of a petition requesting the review of speed limits on the A623 Stoney Middleton and Calver.

To inform the Cabinet Member of investigations undertaken following the receipt of a petition requesting traffic lights and associated traffic management measures at Froggatt New Bridge.

That the Cabinet Member:
a)Approves the installation of a traffic signal scheme at Froggatt New Bridge.
b)Approves that the scheme be added to the 2022-23 Capital Schemes programme.
c)Notes that the lead petitioner will be informed accordingly.

a) Strengthen specialist eviction and housing advice work provided by Derbyshire Law Centre (to support residents in High Peak, Chesterfield, North East Derbyshire, Bolsover, and Derbyshire Dales) for an additional 6 months from October 2021 to March 2022 at a cost of £42,000.
b) Strengthen specialist eviction and housing advice work provided by Derby Law Centre (to support residents in Erewash, Amber Valley and South Derbyshire) for an additional 6 months from October 2021 to March 2022 at a cost of £22,000.
c) Strengthen specialist employment advice support across the County provided by Derbyshire Law Centre for a period of up to 2 years at a cost of £80,000 from October 2021. "

To provide the Cabinet Member with an update of the Council Plan performance position and the revenue budget position of the Health and Communities portfolio for 2021-22 up to the end of September 2021 (Quarter 2).

That the Cabinet Member:

b) considers whether there are any further actions that should be undertaken to improve the budget position moving forwards or to address performance, where it has not met the desired level.

The purpose of this report is to seek approval from the Cabinet Member for Health and Communities for grant awards to Erewash Voluntary Action to support the delivery of the Erewash Health and Wellbeing Partnership priorities of improving health and wellbeing outcomes, and reducing health inequalities in Erewash.

"That the Cabinet Member for Health and Communities:

a) Approve a grant award of £99,013 for Erewash Voluntary Action to act as fund holder for the 2021-22 Public Health Locality Programme investment allocation to the Erewash Health and Wellbeing Partnership.
b) Approve a grant award of £22,857 for Erewash Voluntary Action to lead the Connect Erewash Steering Group and deliver on the associated social connectedness action plan on behalf of the Erewash Health and Wellbeing Partnership.
c) Approve a grant award of £0.1m for Erewash Voluntary Action to act as fund holder for the children and young people’s mental health and emotional wellbeing locality and placed-based approach investment for 2021-22 and 2022-23 on behalf of the Erewash Health and Wellbeing Partnership and the Erewash Locality Children’s Partnership"

That the Cabinet Member for Health and Communities approves the usage of Contain Outbreak Management Funding to:

Strengthen emergency energy support within Derbyshire for an additional 10 months from December 2021 to September 2022, at a cost of £64,000, through provision of a grant award to Marches Energy Advice.

To provide the Cabinet Member with an update of the Council Plan performance and revenue budget position of the Highways Assets and Transport portfolio for 2021-22 up to the end of September 2021 (Quarter 2).

That the Cabinet Member:
a)Notes the report.
b)Considers whether there are any further actions that should be undertaken to address performance, where it has not met the desired level.

To inform the Cabinet Member of the investigations carried out following the receipt of a petition requesting the review of speed limits on the A623 Stoney Middleton and Calver, and to recommend that no further action be taken to adjust the speed limits or to install a pedestrian crossing at this time.

That the Cabinet Member:
a)Rejects any amendments to the current Speed Limits on the A623 from Calver through Stoney Middleton to the junction with B6521 (Eyam Junction).
b)Rejects the introduction of pedestrian crossing facilities on the A623 from Calver through Stoney Middleton to the junction with B6521 (Eyam Junction).
c)Notes that officers will report the excessive speed issue on the A623 western exit of Stoney Middleton to CREST who is the enforcement arm of the Derby and Derbyshire Road Safety Partnership.
d)Notes that the situation continues to be monitored on the A623 from Calver through Stoney Middleton to the junction with B6521 (Eyam Junction) and action be taken where appropriate in accordance with current national guidance.

To ask the Cabinet Member to consider whether to authorise the making of the A632 Matlock to County Boundary and adjacent Road (30mph, 40mph and 50mph Speed Limit) Order 2021, taking into account the representations received during the consultation and notice periods.
Following consideration of this report, it is recommended that the Cabinet Member authorises the making of the A632 Matlock to County Boundary and Adjacent Road (30mph, 40mph and 50mph Speed Limit) Order 2021.

That the Cabinet Member:
a)Authorises the making of the A632 Matlock to County Boundary and Adjacent Road (30mph, 40mph and 50mph Speed Limit) Order 2021.
b)Notes that officers will investigate the feasibility and location of Vehicle Activated signs within the extents of the proposed 50mph Speed Limits.
c)Notes the suggestion to introduce a 30mph Speed Limit for Kelstedge is to be considered at a later date.
