Decisions

That the Cabinet Member for Health and Communities approves the following contributions:

a)    £10,000 for the delivery of support to victims of Modern Slavery prior to entering the National Referral Mechanism. 

b)    £10,000 for 2023-24 and 2024-25 for the delivery of a Health Trainer service to support offenders under probation supervision.

c)    £20,000 for the delivery of a specialist service to engage with those with lived experience of domestic abuse to ensure victims voices inform service development and delivery.

d)    £18,000 to enable domestic abuse services providing emergency accommodation to meet the new requirement to hold Ofsted registration.

e)    £5,000 for 2023-24 and 2024-25 for the delivery of a high-harm domestic abuse perpetrator scheme.

f)      £34,000 for 2023/24 towards the Safer Derbyshire Research and Information Team

g)    £34,000 for 2023/24 towards the administration costs of the MARAC process.

h)    A total of £62,824 for 2023/24 towards the salaries of eight Derbyshiredistrict and borough based Community Safety Officers.

i)      £8,000 for 2023-24 and 2024-25 to support delivery of a whole system approach for women and girls in the criminal justice system.

j)      £15,000 for the delivery of a Community Clean Up’s project

k)    £46,000 for 2023/24 to support an expansion of the short-term accommodation project for victims of domestic abuse.

l)      £20,000 for the delivery of a target hardening project to enable victims of domestic abuse to remain in their own homes.

Jackie Wardle, Improvement and Scrutiny Officer updated the Committee of work recently undertaken.

Work had continued with the South Yorkshire and Manchester joint health committees.  Both committees had received their joint forward plans, which would be presented at the next meeting of this committee.

The Committee’s proposed work programme for 24 July was summarised:

·         Maternity Services Update (provisional);

·         Access GP to Services Update (provisional);

·         Financial Recovery Plan;

·         NHS Response to the Joint Forward Plan; and

·         East Midlands Ambulance Service.

It was hoped that the new Director of Operations at Derbyshire Community Health Service, Dean Wallace would attend the meeting on 25 September 2023.

RESOLVED to note the report.

RESOLVED to:

1)   Approve the creation of an Edge of Care and Prevention service within children’s services, specifically focused on edge of care and prevention support, as part of the Council’s strategic objective to improve outcomes for children and young people through early intervention and prevention;

2)   Approve the investment of £330,000 for the first six months within this financial year and £660,000 for the following financial year from the Supporting Families Reserve, enabling the Edge of Care and Prevention model to be recruited to and implemented from October 2023; and

3)   Support the development of the service and keep oversight of the impact through an interim report, which will be provided to Cabinet in the form of the first full-year evaluation.

RESOLVED: to

1)   Note the opportunities presented by the Town Deal programme to support with wider ambitions and improvements to Library Services;

2)   Approve that consultation with the public and key stakeholders be undertaken on the opportunity presented by the Clay Cross and Staveley Town Deals, respectively, to relocate existing libraries;

3)   Note that the Executive Director for Pace, in liaison with the Cabinet Member for Strategic Leadership, Culture and Tourism and the Director of Legal and Democratic Services will finalise and publish the public consultation documents; and

4)   Note that a further report will be submitted to Cabinet providing an update on the outcome of the public consultation and to propose next steps.

RESOLVED:

To approve the implementation of a 10.5% increase for the financial year 2023/2024, as set out in Option 2 of the report.

RESOLVED: to

1)   Approve for the Sixes Project and the Investment Zone to be added to the Regeneration Pipeline;

2)   Delegate approval to the Executive Director for Place, in consultation with the Cabinet Member for Clean Growth and Regeneration to prepare and submit proposals to Government to create an East Midlands Investment Zone;

3)   Approve, in principle, the provision of up to £800,000 from the Climate Change Reserve to support the ‘Sixes’ project to provide hydrogen buses and re-fuelling facilities in the south of the County; and

4)   Delegate approval for the Executive Director for Place, in liaison with the Cabinet Member for Infrastructure and Environment, the Director of Legal and Democratic Services and the Director of Finance and ICT, to conclude negotiations with partners over the Sixes project and to enter into necessary agreements.

RESOLVED: to

1)   Approve the Council Tax allocation to support local housing priorities, covering the use of £0.562m from the Council Tax Allocation to support local housing priorities budget for Amber Valley, Derbyshire Dales, High Peak and South Derbyshire District/Borough Councils for 2023-2025; and

2)   Agree to support a review of the use of Second Homes Tax allocation, to deliver housing support for local communities with key partners and stakeholders prior to reconsideration in 2025-2027.

1)   Approve the adoption of the Integrated Care Strategy for Derby and Derbyshire; and

2)   Delegate authority to the Director of Public Health, in consultation with the Cabinet Member for Health and Communities, to agree any minor technical amendments to the Strategy that may be required prior to its final publication.

To formally accept the Active Travel Tranche 4 grant from the Department for Transport for £3,005,000 provided under Section 31 of the Local Government Act 2003.

1)   Approve the reviewed version of the Local Flood Risk Management Strategy (LFRMS) and all supporting documentation contained in the report; and

2)   Give authority to the Executive Director for Place, to make any corrective or minor technical amendments, to the review version of the LFRMS and supporting documentation, approved by Cabinet that might be necessary, and report to the Cabinet Member for Highways, Assets and Transport for the LFRMS annual review.

Report concerning Adult Social Care’s Co-Funding Policy

RESOLVED: to

1)   Approve the programme of formal consultation for a period of 12 weeks on the three options concerning the proposal to update and redesign the current Co-Funding Charging Policy;

2)   Approve the programme of formal consultation for a period of 12 weeks on the Disability Related Expenditure process; and

3)   Receive a further report following the conclusion of the consultation process, including an updated Equality Impact Analysis.

To inform the Cabinet Member of the Government’s consultation entitled: Technical consultation on the Infrastructure Levy’ to set out the potential implications and the County Council’s position in the response to the Government’s current technical consultation on the proposed mandatory Infrastructure Levy; and to seek the Cabinet Member’s approval to provide a formal response to the consultation on the basis of the summary comments set out in this report and the more detailed response set out in Appendix C of the report.

That the Cabinet Member approves the provision of a formal response on behalf of the Council to the Government’s consultation entitled ‘Technical Consultation on the Infrastructure Levy’, based on the narrative set out in Appendix C of the report.

That the Cabinet Member:

a)     Notes the petition requesting additional traffic calming measures be installed on the A632 Top Road and through Bolehill in Calow.

b)    Declines the request for the introduction of additional traffic calming measures on the A632 Top Road through Calow village and on Bolehill in the Parish of Calow.

c)    Supports the Parish Councils application and installation of the SID on Top Road.

d)    Supports officers in continuing to monitor speeds through Bolehill and give support to residents in reporting collisions to the Police directly.

e)Supports officers in ensuring that there is dialogue with the Police in order for there to be continued Police presence and enforcement through Bolehill.

That the Cabinet Member:

a)Notes the work undertaken to date, to identify improvements to existing Council supported and commercial services which best meet the Bus Service Improvement Plan objectives of growing bus patronage and improving access to leisure and tourism.

b)  Approves the use of Bus Service Improvement Plan funding to pay for proposed improvements to the bus services identified in this report, using a De Minimis contract and extensions to existing service contracts.

To seek cabinet member approval to allocate Contain Outbreak Management Fund as stated in the report.

That the Cabinet Member for Health and Communities approves the elements of the grant expenditure plan for the Contain Outbreak Management Fund for 2023-24 and 2024-25, as listed in Appendix 2 of this report, with a combined value of £1.047m.
