Purpose:

The purpose of this report is to seek authority from Cabinet Member to increase the area of land agreed to be sold to Geda Construction for the development of a scheme of 100% affordable housing. The decision

authorises the Director of Legal & Democratic Services to enter into the legal documentation to enable a sale to be completed.

Decision:

Approves the proposal to include the additional playing field land in the agreed sale of the former Infants & Juniors School site to Geda Construction. On the basis of the terms set out in this report, subject to firstly obtaining a valuation report from the District Valuation Service or a similarly accredited independent valuer to validate the sale price. Unless there are any substantial changes in the principal terms agreed, as set out in this report and the appended report to Cabinet Member on 11 March 2021, then the Director of Legal and Democratic Services shall be authorised to complete the land transfer on this basis.

Reasons for the decision:

10.1 To ensure that the Council meets its programmed capital receipts targets. The additional capital receipt contributes to the overall targets programmed for the next five years.

10.2 The relevance of value in terms of social, economic and environmental wellbeing is an important consideration in addition to the capital receipt achieved. Meeting current and future affordable housing needs of communities and providing improved sport and recreation facilities for young people in particular but also for people of all ages and abilities through sustainable development is central to the role of the Council. The proposed development scheme seeks to meet these objectives. Opportunities may also arise as an outcome of the scheme and throughout the process of its construction for local businesses, supply chains and labour force to benefit. The specific social and economic benefits of the proposed scheme are identified in the main body of this report.
