Purpose:

To seek approval to award a contract.

Decision:

That the Cabinet Member:

 

Approves, under Protocol 2a of the Council’s Financial Regulations, permission to use the CCS framework RM6315 for Vehicle Telematics Solutions for a contract value of £0.400m over four years.

Reasons for the decision:

Approval to award a new Vehicle Telematics Management System would allow to deliver the objectives of the Vehicle Management Policy.

 

Approval to use the RM6315 CCS Framework and subsequent call-off would permit the Council to look at the option of a direct award under Protocol 2b to the current telematics supplier and benefit from cost savings as a result of the continued use of the owned hardware already installed and continued warranty over the full contract term.

 

Alternative options considered:

Option 1 – Do nothing. As the current contract expires on 15 July 2024, this option would negate the use of telematics in core fleet vehicles and the Council would be unable to deliver the objectives of the Vehicle Management Policy, as set out in Section 4.6.

 

          Option 2 – Proceed with an open tender to procure a new Vehicle Telematics Management system. Timescales do not allow for this option to deliver a continuation in the use of telematics in core fleet vehicles.

 

          Option 3 – Under Protocol 2a, use of the new RM6315 CCS Framework for a Vehicle Telematics Management System. This option would allow for re-procurement prior to the contract end date of 15 July 2024, enable continuation in the use of telematics in core fleet vehicles and deliver the objectives of the Vehicle Management System Policy. This is the preferred option.
