To ask the Cabinet member to confirm the nominations of persons to serve as local authority school governors

That Cabinet Member confirm:

The nominations for persons to serve as local authority governors as set out in Appendix 2

 That the Cabinet Member:

Notes the update of the Council Plan performance position and the revenue outturn position of the Infrastructure and Environment portfolio for 2023-24.

Seek approval to uplift current contract value for 2 further years to address additional demand
 

That Cabinet Member for Health and Communities approves the modification of the Public Health Advisory Service contract as provided for in the contract terms for two years (from 1 October 2024 to 30 Sept 2026) by increasing the overall contract value by £0.494m to enable additional services to be delivered to meet increased demand for services.

That the Cabinet Member:

Approves, under Protocol 2B of the Council’s Financial Regulations, the award of the Local Bus Services Contract (PTU 251) for the Crich Services for a period of one year and one month, with the option to extend for up to a further two years, taking the contract up to a maximum term of three years one month, at a maximum cost of £1,620,532.29. 

Helen Henderson, Chief Executive of Healthwatch Derbyshire provided highlights of reviews undertaken of some NHS services in Derbyshire and referred to the bulletin which had been circulated in advance of the meeting.

The reviews had highlighted five common themes people had concerns about - access to services, communication, care and kindness, reasonable adjustments and quality of provision.  General practice was also identified as a concern, particularly experience around communications, appointments, safety of documentation and empathy of receptionists.

Committee members were given the opportunity to ask questions.  Conversations were continuing nationally and locally around dentistry services.  Concerns around the diagnosis of autism and related conditions had been recognised with Healthwatch undertaking work in this area sometime in the near future.  Members had been enthused by work done by local MPs around autism and ADHD and encouraged Healthwatch to be involved in this work.

The Chairman thanked Ms Henderson for another comprehensive presentation.

To seek the Cabinet Member’s approval to spend Additional Capacity Costs (ACC) in 2024-25 related to the English National Concessionary Travel Scheme known in Derbyshire as Gold Card.
 

That the Cabinet Member:

Approves £219,351 in 2024-25 in Additional Capacity Costs (ACC) related to the English National Concessionary Travel Scheme known in Derbyshire as Gold Card. 

To seek Cabinet Member approval to adopt the Council's Modern Slavery Statement 2023/24

That the Cabinet Member for Health and Communities approves the Council’s Modern Slavery Statement for 2023-24 as set out in the report.

The Cabinet Member:

1.      Approve grant funding to Chesterfield Football Club Community Trust to deliver smoking cessation support to Derbyshire residents in recovery from substance use, at a total cost of £69,060.00 over nineteen months.

2.      Approve grant funding to Derbyshire Addictions Advice Service to deliver smoking cessation support to Derbyshire residents in recovery from substance use, at a total cost of £73,973.47 over nineteen months.

3.      Note that this spend will be funded through the additional Local Stop Smoking Services funding that the Council is receiving via a Section 31 Grant Agreement from the Office of Health Improvement and Disparities.

4.      Note that the additional twelve months of grant funding to Chesterfield Football Club Community Trust and Derbyshire Addictions Advice Service is dependent on the Council receiving the additional Local Stop Smoking Services (LSSS funding from the Office of Health Improvement and Disparities for the 2025/2026 financial year. Break clauses will be included in the grant agreements to reflect this.
