Decisions

To provide current local insight on homelessness and rough sleeping and seek approval for funding contribution to officer post which will be hosted by NE Derbyshire on behalf of DEHOG and other districts and boroughs.

That the Cabinet Member:

1.    notes that the Council supports the delivery of the Derbyshire Homelessness and Rough Sleeping Strategy (2022-27); and

2.      approves the contribution of £0.030m across three years for the development of a county wide Housing Strategy & Homelessness Manager post to develop and lead on the implementation of the Derbyshire Homelessness and Rough Sleeping Strategy (2022-27).

Approval is sought to accept the highest offer for a vacant land site at Upper Mantle Close, Clay Cross, S45 9NU.

That the Cabinet Member:

1.            accepts the highest offer received of £630,000 following the Open Marketing process and on the recommended of FHP Ltd the external Commercial Agent;

2.            authorises the Director of Corporate Property to negotiate and agree heads of terms for the disposal with the recommended purchaser; and

3.            that the Director of Corporate Property to instruct the Director of Legal and Democratic Services to prepare the necessary documentation for the sale to be capitalised.

This E2 paper identifies the Cavendish Road site as an opportunity to deliver Derbyshire County -2015 priorities.  The primary purpose of the project is to deliver regeneration objectives.

This proposal examines the opportunity for development and disposal of the site to facilitate the delivery of new housing, including new affordable homes, on underutilised council owned land. The secondary objective is to maximise value - profits generated from this project could then be recycled through Develop Renew to unlock and expedite further projects that will deliver further regeneration objectives and DCC Council Plan priorities, including implementation of Older Peoples Housing, Accommodation and Support Strategy and Climate Change Strategy.

The paper sets out the proposed scheme that will be submitted for pre-application planning advice and the marketing process for disposal to maximise land value.  The report seeks Partnership Board approval of the business case and E2 Project Budget of £15,000 to deliver the strategy.

That the Cabinet Member:

1.    approves to seek to dispose of Cavendish Road, Matlock by way of an option agreement to Develop Renew Partnership subject to CIPFA validation;

2.    allocates £15,000 for the Cavendish Road Project Budget to support the business case for Develop Renew to deliver the strategy before proceeding to the E3 Stage; and

3.    authorises the Director of Property to negotiate the terms of the option agreement and to instruct the Director of Legal and Democratic Services to prepare and conclude all legal documentation that may be required in respect of it.

That the Cabinet Member approves, under Protocol 2a of the Council’s Financial Regulations, the use of the North East Procurement Organisation (NEPO) Framework for the provision of specialist professional services.

That the Cabinet Member:

Approves to waive the requirement of a Guarantee Bond totalling £116,672 regarding the proposed development at two locations, one at land off Portland Road and the other at Market Close, Shirebrook which are to be undertaken by Bolsover District Council under Section 38 and Section 278 Agreements of the Highways Act 1980.

Report to approve the additional allocation from 1 October 2022.

That the Cabinet Member:

a)       approves additional resources to the Members’ Community Leadership Scheme by providing an additional allocation of £3,860 to each Elected Member from 1 October 2022. 

b)       approves the carrying forward of any unspent balance of the additional £3,860 into the 2023-24 financial year.

Request for use of Contain Funds to build on the current Covid Community Champions forum and improve it by adding in representatives from communities of interest / specialism. To build on the work of Social Connectedness within our communities.

          That the Cabinet Member for Health and Communities approves the usage of Contain Outbreak Management Funding to fund work as follows:

a)   £0.200m to strengthen Covid-19 Community Champion work in Derbyshire localities for a further 12 months noting the full breakdown of allocations outlined in 4.6 of the report

b)   £0.200m to strengthen Social Connectedness work a further 12 months from 1 October 2022 to 30 September 2023 noting the breakdown of allocations in 4.14 of the report.

Approve use of funding

That the Cabinet Member for Health and Communities:

a)         Extend existing projects, previously funded through Contain Outbreak Management Fund for further periods to 31 March 2023 to maximise use of this additional funding to support the ongoing response to the pandemic.

b)         Agree the funding allocations as set out in section 3.4 of the report.

Approves the use of Contain Outbreak Management Funding to strengthen emergency energy support within Derbyshire until 31 March 2023 via a grant of £0.100m to Marches Energy Advice.

That the Cabinet Member for Health and Communities:

Approves use of Contain Outbreak Management Funding to support food insecurity work across Derbyshire:

·        £0.100m to Foundation Derbyshire for the purpose of supporting food banks across Derbyshire.

·        £0.067m to the 4 Derbyshire Citizens Advice offices to strengthen wrap around support delivered at food banks in Derbyshire, split as follows:
