To seek the agreement of the Cabinet Member - Infrastructure and Environment for the submission of a response on behalf of the County Council to the Stage 1 consultation by the National Grid on the Chesterfield to Willington Electricity Line Project.
 

That the Cabinet Member approves for the submission of a response on behalf of the Council to the Stage 1 consultation by the National Grid on the Chesterfield to Willington Electricity Line Project.

To inform the Cabinet Member of the completion of the Derby, Derbyshire, Peak District National Park and East Staffordshire Gypsy and Traveller Accommodation Assessment.

To seek agreement to publish the Assessment on the County Council?s website.
 

That the Cabinet Member notes the completion of the Derby, Derbyshire, Peak District National Park and East Staffordshire Gypsy and Traveller Accommodation Assessment and approves publication of the Assessment on the County Council’s website.

To seek the Cabinet Member?s approval to update the Derby and Derbyshire Minerals and Waste Development Scheme for submission to the Secretary of State for Housing, Communities and Local Government.
 

That Cabinet approves to update the Derby and Derbyshire Minerals and Waste Development Scheme for submission to the Secretary of State for Housing, Communities and Local Government.

To seek the Cabinet Member?s approval to updated, ?Standing Advice for local planning authorities? and for the Highways Development Control Service to publish and apply that advice in its undertakings with all relevant authorities across Derbyshire.

To seek the Cabinet Member?s approval to delegate authority to the Executive Director ? Place to undertake any further updates to the Standing Advice document, reflecting changes in local and nation policy as required.
 

That the Cabinet Member approves:

1.     the updated, ‘Standing Advice for Local Planning Authorities’ and for the Highways Development Control Service to publish and apply that advice in its undertakings with all relevant authorities across Derbyshire; and

2.     to delegate authority to the Executive Director – Place to undertake any further updates to the Standing Advice document, reflecting changes in local and nation policy as required.

This report seeks approval for the Council?s new highway design guides, Planning Streets and Places and the associated Parking Guidance for New Developments which will replace the existing Designing Streets and Places guidance document.

The report also seeks delegated authority for the Executive Director ? Place, in consultation with the Cabinet Member for Infrastructure and Environment, to make minor alterations to the approved documents to reflect changes in national guidance and/ or emerging evidence.
 

That the Cabinet Member:

To seek the Cabinet Member?s approval for the processing of an Order under Section 116 of the Highway Act 1980, to extinguish highway rights on an area of land within the curtilage of No.70 and No.72, A6 Derby Road, Duffield.
Following consideration of this report, the Cabinet Member is asked to accept the request for the extinguishment of the highway rights to the area of land contained within the curtilage of No.70 and No.72 Derby Road, Duffield.
 

That the Cabinet Member approves the processing of an Order under Section 116 of the Highway Act 1980, to extinguish highway rights on an area of land within the curtilage of No.70 and No.72, A6 Derby Road, Duffield and accepts the request for the extinguishment of the highway rights to the area of land contained within the curtilage of No.70 and No.72 Derby Road, Duffield.

To seek the Cabinet Member?s approval to increase the Commercial Pipeline advertised value of a Protocol 8 Sole Supplier Business Case from ?0.110m to ?0.250m.
 

That the Cabinet Member approves the increase the Commercial Pipeline advertised value of a Protocol 8 Sole Supplier Business Case from £0.110m to £0.250m. 

Seek cabinet member approval to change the South Derbyshire Health and Wellbeing Partnership funding recipient

That the Cabinet Member for Health and Communities approves the change of the South Derbyshire Health and Wellbeing Partnership funding recipient to South Derbyshire CVS from South Derbyshire District Council as previously agreed by Cabinet with effect from 1st October 2024 and agrees that £64,382.18 (£54,382.18 plus £10,000 small grants) is transferred to South Derbyshire CVS as part of the main locality agreement for 2024-2025 to be spent within the 2024-2025 financial year.

For the Leader to agree a change to an appointment to an outside body.

The Cabinet Member approves with immediate effect that:

1.     Councillor Smith is replaced by Councillor Spencer as one of the Council’s representatives on the Investment Committee of the East Midlands Combined County Authority (EMCCA);
2.     Councillors Ford and Hickton are confirmed as substitute members of the EMCCA Transport and Digital Connectivity Committee;
3.      Councillors Moss and Flatley are confirmed as substitute members of the EMCCA Skills and Employment Committee; and
4.     Councillors Muller and Sutton are confirmed as substitute members of the EMCCA Investment Committee.

To ask the Cabinet member to confirm the nominations of persons to serve as local authority school governors.

That the Cabinet Member confirm  the nominations for persons to serve as local authority governors as set out in Appendix 2 to the report.
