To seek cabinet member approval to allocate Contain Outbreak Management Fund as stated in the report.

That the Cabinet Member for Health and Communities approves the elements of the grant expenditure plan for the Contain Outbreak Management Fund for 2023-24 and 2024-25, as listed in Appendix 2 of this report, with a combined value of £1.047m.

To seek the Cabinet Member’s approval for the proposed appointment of Derbyshire County Council by the Secretary of State for Environment, Food and Rural Affairs as the responsible authority for the for preparation of a Local Nature Recovery Strategy for Derbyshire (and its subsequent review).

That the Cabinet Member:

a)     Notes the contents of the report;

b)     Approves the proposed appointment of Derbyshire County Council, by the Secretary of State for Environment, Food and Rural Affairs, under section 105 of the Environment Act 2021, as the “responsible authority” for Derbyshire, on the basis that the Council will receive New Burdens Funding from Government of £375,000 for 2023-24 and 2024-25 for the preparation of the Local Nature Recovery Strategy for Derbyshire;

c)     Authorises the Executive Director of Place (in consultation with the Director of Finance and ICT and the Cabinet Member for Infrastructure and Environment) to (i) undertake preparatory activities in anticipation of the proposed appointment and (ii) with effect from the appointment, carry out activities in preparation of the Strategy.

That the Cabinet Member:

a) Authorises that the salary level for the posts of Senior and Area Coroner are set at the following level, which represents 99% of the total maximum salary set by the Joint Negotiating Committee for Coroners:

•           Senior Coroner - £138,028

•           Area Coroner - £106,176

b) Authorises that the new salary levels shall apply from the point that the existing Senior Coroner leaves his position; and

c) Agrees that the future increases agreed by the Joint Negotiating Committee for Coroners will continue to be applied to these agreed salary points.

That Cabinet Member approves the Derbyshire Joint Health & Social Care All Age Autism Strategy 2023-2028

To ask the Cabinet member to confirm the nominations of persons to serve as local authority school governors.

That  the Cabinet Member confirms the  nominations for persons to serve as local authority governors as set out in Appendix 2 to the report

That the Cabinet Member:

Approves the proposed programme of activity including international exchange visits to celebrate the 25^th anniversary of the Toyota City Partnership set out in this report.

Authorises the Executive Director – Place, in consultation with the Cabinet Member - Clean Growth and Regeneration, to appoint up to five County Council representatives (from elected members and officers) for the delegation visit to Toyota City.

Approves expenditure up to a maximum of £25,000 to support the celebratory programme and exchange visits.

RESOLVED to:

1)   Note the allocations made under delegated powers by the Executive Director for Children’s Services and the Children’s Services Head of Development as detailed at Appendix 2 to the report; 

2)   Note the receipt of the funds received/returned to the Children’s Services Capital budget as detailed at Appendix 3 to the report;

3)   Approve the allocations to the projects as detailed at Appendix 3 to the report; and

4)   Approve the extension of the use of previously approved Capital Investment Programme funds.

RESOLVED to:

Note the process for the expiry of the DS1 PFI contract and to acknowledge the need for additional resource to ensure that the process is successful.

RESOLVED to:

1)   Note the key points from the Local Government and Social Care Ombudsman (LGSCO) decision, dated 8 November 2022; and

2)   Approve the proposed amendments to the Council’s Home to School Transport Policy for Children of Compulsory School Age in the light of the LGSCO decision, and to ensure compliance with statutory responsibilities.
