To provide the Cabinet Member with an update of the Council Plan performance position and the revenue outturn position of the Corporate Services portfolio for 2020-21.

That the Cabinet Member notes the report and considers whether there are any further actions that should be undertaken to improve the budget position moving forwards or to address performance, where it has not met the desired level.

The purpose of this report is to seek authority from Cabinet Member to set the reserve price for a sale by auction of the former Ada Belfield Home for Older People, Field Lane, Belper, DE56 1DE, to authorise the Director of Legal & Democratic Services to prepare the auction pack and to enter into the legal documentation to enable a sale to be completed.

Approves the recommended reserve price of £450,000 for the sale of the former Ada Belfield Home for Older People at auction and that authorisation be given to the Director of Legal & Democratic Services to prepare and enter into the necessary legal documentation for the sale to be completed.

The purpose of this report is to seek authority from Cabinet Member to:

3.1 Declare the former Church Gresley Infants & Nursery School surplus to the Council’s requirements.

3.2 Set the reserve price for a sale by auction at £300,000.

3.3 Authorise the Director of Legal & Democratic Services to prepare the contract and legal pack and to enter into the legal documentation to enable a sale to be completed.

Approves the recommendations of this report; to declare The Property surplus to the Council’s requirements and to agree the recommended reserve price of £300,000 for a proposed sale by auction, authorising

the Director of Legal & Democratic Services to prepare the contract and legal pack and enter into the necessary legal documentation for the sale to be completed.

The purpose of this report is to seek authority from Cabinet Member to increase the area of land agreed to be sold to Geda Construction for the development of a scheme of 100% affordable housing. The decision

authorises the Director of Legal & Democratic Services to enter into the legal documentation to enable a sale to be completed.

Approves the proposal to include the additional playing field land in the agreed sale of the former Infants & Juniors School site to Geda Construction. On the basis of the terms set out in this report, subject to firstly obtaining a valuation report from the District Valuation Service or a similarly accredited independent valuer to validate the sale price. Unless there are any substantial changes in the principal terms agreed, as set out in this report and the appended report to Cabinet Member on 11 March 2021, then the Director of Legal and Democratic Services shall be authorised to complete the land transfer on this basis.

This report is to seek Cabinet Member approval for the direct award of a 3 year contract with Social Value Portal to provide sustainable procurement services.

That the Cabinet Member:

a) approve a direct award for a 3 year contract period to Social Value Portal for a value of £334,000.

To seek approval under Protocol 2a of the Council’s Financial Regulations to utilise gov.uk’s G-Cloud 12 Framework to procure a corporate Bactels approved system to facilitate payments to employees, suppliers, traded service clients and the collection of income by direct debit.

That the Cabinet Member approves, under Protocol 2a of the Council’s Financial Regulations, use of gov.uk’s G-Cloud 12 Framework to procure a corporate Bactels approved system for a period of up to 4 years from the date of contract.

a) Notes the position with each of the five youth centre premises.
b) Agrees the timescales identified in the report as follows:
i. Eckington Youth and Community Centre – the asset plan to be finalised and signed off and the asset be declared surplus to the Council’s requirements by the end of November 2021 so that the asset can then be sold during the current financial year;
ii. Killamarsh Youth Centre – Children’s Services to clear the asset of furniture and equipment by the end of March 2022;
iii. New Mills Youth and Community Centre – a decision on whether the asset is to be repurposed by Children’s Services to be made during October 2021;
iv. Pinxton Youth Centre – the demolition of the link building and separation of services completed before the end of the current calendar year and the asset to be sold at auction before the end of the current financial year.
v. Somercotes Youth Centre – the lease of the site to the adjacent academy to be completed during the current financial year (subject to co-operation by the proposed tenant).

That the Cabinet Member:

Approves the costs outlined in appendix 1 to enable the restructure of the County Procurement Compliance Team, (Option 3 above) subject to the approval of the final structure following consultation.

To seek approval for changes in opening hours at Whaley Bridge Library in line with the Derbyshire Public Library Service Strategy and, to make changes to staffing levels to achieve required savings.

To approve the implementation of the proposed changes to opening hours at Whaley Bridge Library, as set out in Paragraph 6.4 of the report.

To inform the Cabinet Member, retrospectively, of responses submitted to the Department of Environment, Food and Rural Affairs (DEFRA’s) recent waste strategy consultations.

That the Cabinet Member:

a) Gives retrospective approval to the responses submitted to the Department of Environment, Food and Rural Affairs to recent waste strategy consultations as detailed in the report.

To seek Cabinet Member approval for the receipt of grant funding from the Department for Transport (DfT), as part of its Capability Fund allocation to Derbyshire County Council.

That the Cabinet Member approves:

a) The receipt of grant monies totalling £238,031 from the Department for Transport as part of its Capability Fund.

b) Agrees to receive a future report detailing the outcome of the feasibility studies detailed above.
