That the Cabinet Member:

Approves the revised fees and charges for the Place Department for 2023-24, attached to this report at Appendix 2.

That the Cabinet Member confirms:

The nominations for persons to serve as local authority governors as set out in Appendix 2 to the report.

That the Cabinet Member:

notes the proposed increase in charges for home to school transport provision for those compulsory school aged students not eligible for free transport from September 2023 by the rate of inflation (CPI as at January 2023) in accordance with the Council’s Transport Policy for Children of Compulsory School Age. 

approves the proposed increase in charges for home to school transport provision for post 16 students from September 2023 by the rate of inflation (CPI as at January 2023).

That the Cabinet Member:

a)    Acknowledges the improvements that the authority has already carried out with regards to improved 30mph gateway road markings and pedestrian improvements since the receipt of the petition.

b)    Notes the option put forward by officers to alleviate the localised concerns with vehicle speeds through engagement with the SIDs project.

c)  Notes that Derbyshire Constabulary will be informed of the local concerns with vehicle speeds along Milton Road and that they consider some localised monitoring and enforcement of the current 30mph speed limit.

d)  For the reasons above, declines the request for the introduction of traffic calming in the form of road humps or the introduction of safety cameras on Milton Road in Repton at the current time.

That the Cabinet Member:

a)     Notes the investigations carried out following the receipt of a petition requesting additional traffic calming measures on the A617 the Hill/Mansfield Road between Doe Lea and Glapwell and that there are already 3 VASs located along the A617.

b)  Notes that Derbyshire Constabulary will be informed of the local concerns with vehicle speeds along the A617 and requests that they consider some localised monitoring and enforcement of the current 30mph speed limit.

c)    Supports the installation of SIDs as a potential traffic calming measure and would encourage an application from the local Parish Council in this regard.

d)    Given the above, declines the request for the introduction of additional traffic calming measures on the A617 The Hill/Mansfield Road between Doe Lea and Glapwell at the current time.

That the Cabinet Member:

Approves the publication of the Derby and Derbyshire Casualty Report 2022 on the Council’s website and in print.

That the Cabinet Member confirms:

The nominations for persons to serve as local authority governors as set out in Appendix 2 to the report.

That the Cabinet Member approves the recruitment of a FTE Psychology post (via protocol 8 process), on a fixed term basis until 31 March 2025, using the available funding from the Ministry of Justice provided under the auspices of the Turnaround project.

The Cabinet Member note the update of the Council Plan performance position and the revenue outturn position of the Infrastructure and Environment portfolio for 2022 23.

The Cabinet Member authorised the Council to share the data and mapping produced for the Derbyshire Natural Capital Strategy with:

a)       all the other local planning authorities in Derbyshire;

b)       Derbyshire Wildlife Trust; and

c)       any further bodies the Assistant Director - Climate Change and Environment may consider to be appropriate recipients.

The Cabinet Member:

a)       Approved charges and payments made to the Waste Collection Authorities for:

i.        Commercial waste disposal recharge rate for 2023-24.

ii.        Abandoned vehicle rate for 2023-24 in accordance with the Agency Agreement.

iii.       Recycling credit rate for 2023-24 (payment).

iv.       Excess mileage payment for 2023-24 (payment).

v.       Charge rates used for landfill monitoring services to external clients.

b)       Approved the application of the principles detailed above to the calculation of charges for 2024-25.

c)       Note that a further report will be presented to the Cabinet Member in 2025-26.

The Cabinet Member approved the revised fees and charges for the Place Department for 2023-24.

The Cabinet Member:

a)       Approved Derbyshire County Council (DCC) officers to work in partnership with Nottinghamshire County Council (NCC) in the joint development, appointment and implementation of a Digital Connectivity Manager, where NCC covers 60% of the costs of the role and DCC covers the remaining 40%.

b)       Approved in principle to sign a two year service level agreement (SLA) with NCC that set out the core objectives, workload responsibilities and performance standards for the postholder, with delegated authority given to the Executive Director – Place to finalise the SLA, in consultation with the Director of Legal and Democratic Services.

To enable to Cabinet Member to authorise the Executive Director to accept an offer from Arts Council England of a grant award of £780,000 towards the delivery of Derbyshire Makes –The Derbyshire Festival of Making.

That the Cabinet Member accepts the grant offer from Arts Council England of a grant award of £780,000 from Arts Council England towards the delivery of Derbyshire Makes –The Derbyshire Festival of Making. 

The Cabinet Member for Health and Communities approved the                                                use of Contain Outbreak Management Funding to fund work as follows:

a)       £0.200m to strengthen Covid-19 Community Champion work for a further 9 months in Derbyshire localities from 1 January 2024 to 30 September 2024 to be divided in line with the full breakdown of allocations outlined in paragraph 4.6. 

b)       £0.200m to strengthen Social Connectedness work for a further 12 months from 1 October 2023 to 30 September 2024 to be divided in line with the breakdown of allocations outlined in paragraph 4.12.

c)       Replace the previously approved recipient for the High Peak Social Connectedness funding with High Peak Borough Council with effect from 12 September 2023.

d)       Transfer £0.025m to High Peak Borough Council as part of the approved Social Connectedness funding 2022-23, to be spent within the 2023-24 financial year.
