To receive Mayoral update on key activity since June EMCCA Board meeting.

Members of the public may ask questions if they have given notice and provided the text of the question to Governance Services (governance@eastmidsdevo.org.uk) no later than 5pm on Monday 9th September 2024 and include the name and address of the questioner and the name of the Member to whom the questioner would like the question put.

The total time set aside for such questions and answers will be limited to 30 minutes with no extension of time, and questions not dealt with in this time will be dealt with by written responses.

To provide details of the projects contained within the Regional Strategy Programme and seek agreement to proceed and comments on the terms of reference for an Inclusive Growth Commission. 

EMCCA Board:

1.       Noted the proposed programme of collaborative work of five interconnected projects. 
2.       Agreed to proceed with the programme as set out and subject to feedback from the Board. 
3.       Commented on the terms of reference for the Commission at Appendix 1 of the report.

To provide an update on progress across a range of existing and new funding streams which are within or expected to be devolved into EMCCA’s remit in this financial year or the next.

 To provide an update on the revenue and capital budgets

EMCCA Board:

1.      Noted the forecast underspend on the revenue budget for 2024/25 of (£11.75m) which is a favourable variance of (£3.75m) based on quarter 1 information.
2.      Approved in principle the creation of a Community Development Fund, with full proposal to be presented to the November EMCCA Board.  This will be funded from the £2.6m additional bank interest income of £2.6m (see paragraph 2.6 of the report)
3.      Noted the forecast underspend on the capital budget for 2024/25 of (£14.6m) based on quarter 1 information which includes a reprofiled capital budget of (£5.1m) detailed in recommendation C below, leaving an overall net underspend of (£9.5m)
4.      Approved the reprofiling of £5.10m Brownfield Housing Fund capital budget to 2025/26 detailed in paragraph 2.13 of the report.
5.      Approve the proposed capital programme as set out in Appendix 2 of the report

To provide details of the 2025/26 budget setting process and timetable and MTFP production schedule.

EMCCA Board:

Approved the proposed timetable and process for the budget setting for the 2025/26 financial year and the Medium-Term Financial Plan (MTFP) for 2026/27 to 2029/30.

To provide an update on progress to appointing to roles in the EMCCA structure.

Consider and agree the Mayor’s nominations to Portfolio and Lead Member positions and responsibilities. To note the appointment of the statutory Deputy Mayor.

 EMCCA Board:

1.       Noted the appointment by Mayor Ward of Councillor Nadine Peatfield as the Statutory Deputy Mayor of the Combined County Authority. 
2.       Authorised the Monitor Officer to amend the constitution to include the position of Deputy Portfolio Lead, which can be nominated by the Mayor for approval by the Board. 
3.       Approved the appointment of Portfolio Leads and Deputy Portfolio Leads as set out in Appendix A of the report. 
4.       Approved the responsibilities for Portfolio Leads and Deputy Portfolio Leads as set out in Appendix B of the report. 

Consider and agree proposed developments to the governance framework of the Combined County Authority.

EMCCA Board:

1.       Approved the name change and expanded remit set out in the terms of reference for the Transport and Digital Connectivity Committee in Appendix A of the report.
2.       Approved the amended terms of reference for the Skills & Employment Committee in Appendix B of the report.
3.       Approved the amended terms of reference for the Investment Committee in Appendix C of the report.
4.       Approved the amended terms of reference for the Audit & Governance Committee Board in Appendix D of the report.
5.       Approved the amended terms of reference for the Business Advisory Board in Appendix E of the report.
6.         Approved the adoption of an Innovation Advisory Board within the committee structure and adopt the terms of reference in Appendix F of the report.

To consider and agree delegated authority to providing consent to the Borrowing and Amendment Regulations prior to Parliamentary submission.

b)    Approve the appointment of Interim Statutory Scrutiny Officer

c)    Approve appointments to Regulatory Committees

d)    Approve the appointment of Independent Chair of Audit & Governance Committee

e)    Approve the appointment of Independent Members for Standards Matters

f)     Note membership changes made by Derby City Council

Note amendments to the constitution by the Monitoring Officer under delegated authority.

Provide details of decisions taken via Mayoral Decision Notice, Officer Decision Notice, and urgency provision. This includes Statutory Consent Request to Derbyshire County Council: Derbyshire Student Travel into Greater Manchester Pilot.
