The minutes of the meeting held on 25 January 2024 were confirmed as a correct record.

Minutes:

The Police and Crime Panel had received a detailed report in advance of the meeting and were asked to review a summary of work conducted by the Commissioner in support of delivery against all six priorities within the Derbyshire Police & Crime Plan 2021-25 since May 2021. This report was to be read in conjunction with Appendix A to the report which gave a Strategic Summary of Delivery Against the Police & Crime Plan, and gave a more detailed overview of key performance in the delivery of the Police and Crime Plan, showing progress made during the Commissioner’s term of office and the relevant Performance Scrutiny Meeting reports mentioned throughout.

 

Also appended to the report was a copy of the meeting papers from the Commissioner’s Police and Crime Plan 2021-2025: End of Term Report Performance Scrutiny Meeting (PSM) at Appendix B which was held on 12 March 2024. This provided a detailed summary of work undertaken by Derbyshire Constabulary in respect of delivery against the Commissioner’s Plan since May 2021.

 

The Commissioner also gave a verbal update of the work she had undertaken since the last meeting in January.

 

The Commissioner was questioned in detail by Panel members with regard to her verbal update and End of Term report and also gave members the opportunity to make comments which were duly noted or answered.

 

The Chair thanked the Commissioner and the OPPC for work they had undertaken in providing the reports.

 

RESOLVED to note the end of term update in relation to progress against the delivery of the Police and Crime Plan 2021-2025.

Member Question and Answer Session

Question from Councillor K Gillott

 

There has been a lot of media attention following the Police Federation’s recent report that one in five officers were threatening to leave the Police Service in the next year due to moral and health and wellbeing issues. Are they any such indications of this in Derbyshire?

 

PCC Response

 

The PCC couldn’t say that some officers wouldn’t leave in the next year, but the Chief Constable was very keen on the retention of officers and much support was offered and health and wellbeing measures were in place to try and improve morale and health issues. The force was already aware that the number of officers starting who were likely to leave in the next 2 to 3 years were women and work was being carried out to try and change this.

Will all prospective candidates be given the opportunity to be briefed around the role of the PCC before the upcoming election?

The PCC confirmed that it was a given that all candidates would be afforded that opportunity.
