Requisition one for an Extraordinary Meeting of the Council

In pursuance of paragraph 3 of Schedule 12 to the Local Government Act 1972, Councillors J Dixon, R George, C Dale, A Clarke and D Collins have signed a requisition to the Chairman of the County Council to call an Extraordinary Meeting to discuss the following:

 

“We the Undersigned Councillors hereby present a Requisition to the Chair for an Extraordinary Council Meeting of Derbyshire County Council for the urgent purpose of reversing the Cabinet's decision on 5th May 2022 to close 7 care homes without providing a direct replacement”

 

 

Minutes:

Councillor J Dixon, as lead requisitioner, spoke to move a motion for debate, which was duly seconded, in the following terms:

 

The Council notes the previous decisions by both Labour and Conservative administrations to build new care homes and reaffirms its commitment to the principle that no care home should close without replacement provision, and calls upon the Cabinet to reverse its decision of the 5 May 2022 and to implement the Majority Group’s manifesto commitment to invest in providing new modern care homes before any home is closed.

 

Following debate, on the request of five memebrs, a recorded vote was taken as follows:

Requisition two for an Extraordinary Meeting of the Council

In pursuance of paragraph 3 of Schedule 12 to the Local Government Act 1972, Councillors E Fordham, S Burfoot, G Kinsella, B Bingham and P Niblock have signed a requisition to the Chairman of the County Council to call an Extraordinary Meeting to discuss the following:

 

“We note the paper of the Cabinet of Thursday 5th May regarding the Outcome of the Consultation on the Future of Direct Care Homes for Older People.

 

We regret the proposal to close the 7 named care homes and are worried that this sets a direction of travel that places at risk of closure the entire provision of County Council Care Homes.

 

Given the finances involved, the ramifications for the Council's service through moving and trauma, we believe that this decision is of such public and political interest that it should be debated by all councillors in an open meeting of Full Council.

 

Accordingly, we are signing to request an extraordinary meeting of Full Council be held to consider the resolution:

 

"Council notes the proposal of the Cabinet on 5th May to proceed with ending the direct provision of Care Homes in the 7 named homes Ladycross House (Sandiancre), Beechcroft (West Hallam), East Clune (Clowne), Holmlea (Tibshelf), The Spinney (Brimington), Goyt Valley House (New Mills) and Gernon Manor (Bakewell). Council condemns this decision and regrets the direction of travel it establishes for care service provision"”

Minutes:

Councillor Fordham spoke to advise that he was happy to withdraw his motion and not press to the vote.  The Chairman confirmed in accordance with Standing Order 15.7 that the motion was treated as withdrawn.
