To confirm the non-exempt minutes of the meeting of the Governance, Ethics and Standards Committee held on 10 October 2024.

That the minutes of the meeting of the Governance, Ethics and Standards Committee meeting held on 10 October 2024 be confirmed as a correct record and signed by the Chair. 

H Barrington - Director of Legal and Democratic Services introduced a report, which had been circulated in advance of the meeting that sought agreement to amend the Improvement and Scrutiny Arrangements and Improvement and Scrutiny Procedure Rules in the Constitution and refer these amendments to full Council for approval.

RESOLVED:

That the Committee agreed to amended Article 8 – Improvement and Scrutiny Arrangements and Appendix 5 - Improvement and Scrutiny Procedure Rules at Appendix 2 and Appendix 3 respectively to the report, subject to the insertion of “identify which principle(s) of decision making in Article 7 of the Constitution have allegedly been breached, and give reasons for the alleged breach, evidence in support and the desired outcome” at the end of paragraph 1 b) of the Procedure to be Adopted when a Decision is Called-In  and refer them to full Council for approval and inclusion in the Constitution.

H Barrington - Director of Legal and Democratic Services introduced a report, which had been circulated in advance of the meeting that sought consideration of the consultation.

RESOLVED to:

1)    Agree the composition of the working group be made up of Councillors S Swann, R Flatley, I Orford (Independent Person)  and a representative of the Labour Group, to be confirmed; and

2)    Delegate authority to the Director of Legal and Democratic Services to approve the final consultation response in consultation with this cross party working group.

H Barrington - Director of Legal and Democratic Services introduced a report, which had been circulated in advance of the meeting that updated the Committee on the planning for the County Council elections to be held on 1 May 2025. 

RESOLVED:

The Committee noted the preparation for the County Council elections to be held on 1 May 2025.
