Decision details

Infection Prevention and Control products for Vulnerable Households Project

Decision Maker: Cabinet Member for Health and Communities

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

To ask for a grant to be given to a partner organisation to administer as smaller grants to community settings for IPC products for vulnerable households to mitigate the risks of communicable disease including Covid-19

Decision:

The Cabinet Member for Health and Communities:

Approves £0.095m from the Contain Outbreak Management Fund to be awarded to Foundation Derbyshire for the onward distribution of grants to community organisations for the purchase of Infection Prevention Control products for vulnerable households.

Reasons for the decision:

To enable local organisations to continue to support local residents with the provision of IPC products.

Ensure that the use of the Contain Outbreak Management Fund is
maximised alongside the Public Health Grant and Reserve

Alternative options considered:

Do nothing – This option was rejected due to the project being a success and it being in the best interests of vulnerable populations to continue to be supported to reduce the risk of infections by being provided with suitable IPC products that they may not otherwise be able to afford.

Do something - Continuation of the project using the hub.  This option was rejected due to the associated costs to Public Health with the ‘stand-down’ of the PPE supply by Adult Care.  Staffing, building and logistics costs over a 12 month basis was almost equal to the cost of the products.

Continuation of the project using funding re-allocation to other organisations such as borough and district councils, local CVS groups or directly to trusted partners.  This option was rejected due to staffing and capacity limitations.  The staff who currently administrate the project will no longer be in post andcapacity within Public Health, specifically the Health Protection Team, will not allow for the time required to administrate the project with multiple partner organisations involved.
