Planning Streets and Places Update of Highway Design Guidance

Purpose:

This report seeks approval for the Council?s new highway design guides, Planning Streets and Places and the associated Parking Guidance for New Developments which will replace the existing Designing Streets and Places guidance document.

The report also seeks delegated authority for the Executive Director ? Place, in consultation with the Cabinet Member for Infrastructure and Environment, to make minor alterations to the approved documents to reflect changes in national guidance and/ or emerging evidence.
 

Decision:

That the Cabinet Member:

 

  1.       Approves the new highway design guide, Planning Streets and Places (PSP) and associated Parking Guidance for New Developments which will replace the existing Designing Streets and Places guidance document; and

 

  1.       Delegates authority to the Executive Director – Place, in consultation with the Cabinet Member for Infrastructure and Environment, to make minor alterations to the document to reflect changes in national guidance and/ or emerging evidence.

Reasons for the decision:

To ensure the Council can continue its work towards net zero and help de-carbonise travel.

 

To ensure the guidance is current and can be updated to reflect changes in evidence and policy.

Alternative options considered:

There are two options available:

 

Option 1: Maintain use of the current DSP.

Option 2: Revoke the DSP guidance and utilise national guidance only.

 

Whilst either of these are options could be implemented with little to no cost to the Council, they do not provide the ability to encourage more bespoke guidance based on the current and emerging policies of the County. This potentially could result in sub optimal development. 

 

In the event that the Cabinet Member does not endorse the PSP, Option 1, which is the current operation, would be maintained.
