Purpose:

To inform the Cabinet Member of investigations undertaken following the receipt of a petition requesting the Council introduces speed cameras or traffic calming, in the form of speed bumps, on Milton Road, Repton.
To inform the Cabinet Member of the decision to decline the proposal for traffic calming measures and speed cameras to be introduced onto the above roads.

Decision:

That the Cabinet Member:

 

a)    Acknowledges the improvements that the authority has already carried out with regards to improved 30mph gateway road markings and pedestrian improvements since the receipt of the petition.

b)    Notes the option put forward by officers to alleviate the localised concerns with vehicle speeds through engagement with the SIDs project.

c)  Notes that Derbyshire Constabulary will be informed of the local concerns with vehicle speeds along Milton Road and that they consider some localised monitoring and enforcement of the current 30mph speed limit.

d)  For the reasons above, declines the request for the introduction of traffic calming in the form of road humps or the introduction of safety cameras on Milton Road in Repton at the current time.

 

 

Reasons for the decision:

The location does not the meet the criteria within the Speed Management Plan and Highway Network Management Plan for consideration of traffic calming measures.

 

The consideration of Safety Cameras is a decision for the Derby and Derbyshire Road Partnership, however the strict criteria for them is based around an evidenced personal injury collision history which is not evidenced along Milton Road, Repton.

 

The SIDS is a Highways Project between Officers and the respective Parish and Town Councils across the County and therefore Repton Parish Council could be encouraged to further engage in this initiative.

 

The Police are the enforcement authority for Speed Limits as they remain a moving traffic offence and the responsibility of the Police to enforce.

 

Alternative options considered:

The Council is currently running a project that is available to all Town and Parish Councils, relating to the provision of Speed Indicator Devices (SIDS) for singular or multiple roads within the respective Town/Parish. The project allows the Town/Parish Councils to procure their own SID device/s from a reputable company within the market and subsequently install them within the public highway via a legal agreement with the Council and to monitor vehicle speeds and encourage compliance with the speed limit. The Office of the Police and Crime Commissioner is also offering the opportunity of a £3,000 grant towards the purchase of these signs as well.

          

           If Repton Parish Council wishes to consider joining this scheme, it would present an opportunity for it to consider the installation of one of these signs on Milton Road. The Parish Council may wish to contact officers within the Council’s Traffic and Safety Team to discuss this project further.

 

           The location does not meet the criteria within the Speed Management Plan or Highway Network Management Plan regarding the consideration of alternative traffic calming measures, such as horizontal measures like chicanes, based on the lack of an evidenced personal injury collision history.
