To seek approval under Protocol 2a of the
Council’s Financial Regulations to utilise the North East
Procurement Organisation (NEPO) Framework for specialist
professional services to commission a specialist independent
analysis of the Derbyshire Integrated Health and Social Care
System. The proposed contract will be for a period up to 6
months.
That the Cabinet Member approves, under Protocol 2a of the Council’s Financial Regulations, the use of the North East Procurement Organisation (NEPO) Framework for the provision of specialist professional services.
Cabinet Member permission is needed to undertake a procurement exercise which utilises a externally procured Framework.
The Derbyshire and Derby City Integrated Care System of which Derbyshire County Council is a member considered undertaking this analysis using a combination of staff from across the different partner agencies. It was decided that the current demands on the social care and health system currently do not allow for the reallocation of staffing resources to undertake this proposed activity. It is also unclear if there are suitably skilled staff to undertake this work across the integrated care system. It was also felt that an independent specialist analysis by a third-party organisation with experience of having undertaken similar exercises elsewhere would be more beneficial to the local system.
The current and future challenges facing the social care and health system require a fundamental review of all services as detailed earlier. The proposed diagnostic review will set out potential ways of transforming service delivery to promote greater integration and more effective and efficient ways of working. Not to undertake this work will likely result in demand further outstripping supply and the Council and partner agencies not fulfilling the expectation to further integrate services.
