That the Cabinet Member:
a) Approves the procurement of an external provider to deliver a marketing strategy and plans to be evaluated and updated over a two year period at a cost of up to £100,000.
b) Delegates authority to award the contract to the Director of Public Health.
To establish the Healthy Workplaces Derbyshire programme as a commercial offer and support the Enterprising Council approach.
One option could be not to carry out the marketing project at all. This would result however in Healthy Workplaces Derbyshire commercial offer not being effectively promoted or publicised to small and medium-sized enterprises (SME) within Derbyshire. This would limit the commercial potential for Healthy Workplaces Derbyshire to recover the costs of those elements that incur a cost to Public Health and would limit the ability of the service to contribute to wider improvements in population health through supporting workplaces to improve the health and wellbeing of their employees.
Another option may be to undertake the marketing project in house and not to commission a provider to deliver it. This would not be possible however as there is currently no in-house business to business marketing expertise. External organisations have better knowledge and ability to deliver a high-quality project which meets the needs of the Healthy Workplaces Derbyshire team.
